Russia Strikes Ukraine: Power and Water Loss Reported as Settlement Blueprint Emerges

At least one person died and 15 were injured in Russian attacks causing power and water loss in Kyiv and Kharkiv, occurring as a settlement blueprint emerged from negotiations. The strikes disrupted essential utilities while diplomatic discussions outlined the contours of a potential agreement.
Mayor Vitali Klitschko alerted Kyiv residents that the capital was “under a massive enemy attack,” directing people to seek shelter. The bombardment targeted infrastructure, causing casualties and power and water loss. Essential utilities were knocked offline in several neighborhoods, creating severe hardships during winter.
In Kharkiv, Iranian-made Shahed drones attacked residential complexes, causing widespread power and water loss, as confirmed by Mayor Igor Terekhov. The drone strikes damaged critical infrastructure and civilian housing. The northeastern city faced compounded difficulties as utilities went offline.
In Abu Dhabi, a settlement blueprint appeared to emerge as American, Russian, and Ukrainian representatives engaged in two-day talks. The UAE foreign ministry described the discussions as focused on “promoting dialogue and identifying political solutions to the crisis.” President Zelensky announced that peace proposals were “nearly ready,” suggesting a blueprint was taking shape.
Ukrainian President Zelensky proposed creating a free trade zone in eastern Ukraine under Kyiv’s control as part of the emerging settlement blueprint. He suggested economic provisions could support the overall agreement. President Putin met with Trump’s envoys Steve Witkoff and Jared Kushner, while all parties worked to finalize the blueprint.
