During a significant address at the Shanghai Cooperation Organization (SCO) Plus Meeting held in Bishkek, Kyrgyzstan, on September 1, Chinese President Xi Jinping emphasized the importance of collaborative efforts to establish a multipolar world that is both equal and orderly. He advocated for a global governance system that is more just and equitable, calling for increased representation and influence for Global South countries in international affairs.
Xi highlighted the ongoing shift in the global power dynamics, driven by the rise of the Global South, and stressed that the movement toward a multipolar world is an irreversible trend. He outlined that the principles of sovereign equality, mutual respect, multilateralism, dialogue, and consultation should form the foundation of international relations. Furthermore, he urged that all countries, irrespective of their size, strength, or wealth, should enjoy equal rights, opportunities, and rules. Major powers, Xi insisted, must adhere to international norms and uphold the rule of law.
In his speech, President Xi also called for strengthening the role of the United Nations, advocating for broader participation in addressing international issues. He encouraged nations to prioritize development, maintain openness and cooperation, and work towards bridging the digital and artificial intelligence divides, ensuring that technological advancements benefit a wider range of countries.
Highlighting the longstanding cooperation within the SCO, Xi pointed to its 25-year history as a testament to successful collaboration among nations with diverse political systems, cultures, and development levels. He advocated for bolstering partnerships within the SCO Plus framework and enhancing cooperation across Asia and Europe through high-quality Belt and Road initiatives.
These remarks were made a year after Xi introduced the Global Governance Initiative at the SCO Plus Meeting in Tianjin, an initiative that China claims has since garnered support from numerous countries and international organizations. Xi’s call to action underscores China’s commitment to fostering a more balanced and inclusive international order.
